Proposed pollution prevention measures:
1. Waste water pollution prevention measures. Rainwater and sewage are separated for drainage of the Project. All kinds of wastewater are treated by classification and quality, and rainwater and sewage flow direction signs are set. The wastewater during the operation period is mainly domestic sewage and regular drainage of circulating cooling tower. The project is equipped with 3 circulating cooling towers, and the circulating cooling water is regularly discharged; After being pretreated in the septic tank, the domestic sewage, together with the regular drainage of circulating cooling water, enters the municipal sewage pipe network in the park and is discharged into the sewage treatment plant in Yanliu Town, Shouxian County for treatment. Standardize the construction of rainwater outlets, and rainwater will enter the rainwater municipal pipe network. Only one standard sewage outlet can be set in the plant area.
2. Air pollution prevention measures. Implement the waste gas pollution prevention measures proposed in the Regulations of Anhui Province on the Prevention and Control of Air Pollution and the Report Form. The waste gas generated during the project operation period mainly includes non methane total hydrocarbons, dust and hydrogen chloride generated during the production process. (1) Dust particles generated in feeding, mixing and crushing processes: after mixing, the materials are sent to the extruder silo through the screw pump, and a gas collecting hood is installed at the upper end of the discharge port to collect the discharged dust particles. After the dust particles are sent to the bag filter (TA001) for treatment and reach the standard, they are discharged from the 15m high exhaust funnel (DA001); (2) Non methane hydrocarbon generated by extrusion, open refining, calendering, blistering and vacuum aluminum plating processes: closed plant, workshop, waste gas generated by extrusion during the production of PVC film and polyester film (G5-1), organic waste gas generated by extrusion and calendering during the production of PP and PS packaging materials (G5-2, G5-3), waste gas generated by blistering during the production of PP and PS packaging materials (G6) The waste gas from vacuum aluminizing (G4) is collected by the gas collecting hood, and then discharged through five sets of secondary activated carbon adsorption devices (TA002, TA003, TA004, TA005, TA006, among which TA002 waste gas treatment facility is alkali liquor spray tower+secondary activated carbon) after reaching the standard, sharing a 15m high exhaust funnel (DA002). (3) Hydrogen chloride (HCl) generated in PVC film extrusion, training and calendering sections: gas collecting hoods are installed at the outlet of the extruder and at the upper end of the open mill and calender. The non methane hydrocarbon and HCl are collected and collected to the main gas gathering pipeline, and then led to a set of alkali liquor spray tower+secondary activated carbon treatment unit (TA002) for treatment. After reaching the standard, the tail gas of hydrogen chloride absorbed by alkali liquor is discharged from the 15m high exhaust funnel (DA002). 3. Noise pollution prevention measures. During the operation period, the noise sources of the project are mainly the noise generated by the operation of mixers, mixers, extruders, open mixers, calenders, three station coilers, slitters, winders, cooling towers, vacuum coating machines, integrated plastic suction machines, die-cutting machines, crushers, air compressors, induced draft fans and other equipment. The impact of noise on the surrounding environment is reduced by selecting low-noise equipment, installing shock absorption bases, setting up special equipment rooms and reasonable layout, installing silencers at the inlet of induced draft fan, installing noise barriers at the cooling water tower, and installing silencing cotton, so as to ensure that the noise emission at the plant boundary meets the Class III standard in the Emission Standard for Industrial Enterprises Noise at the Boundary (GB12348-2008).
4. Solid waste pollution prevention measures. During the construction period, the construction waste shall be transported to the designated place according to the requirements of the urban management and environmental health departments. The domestic garbage is entrusted to the environmental sanitation department for cleaning and transportation. It is prohibited to dump construction garbage and domestic garbage into the river system. The solid wastes generated during the operation period of the project include domestic garbage, unqualified products, leftovers, waste activated carbon, and dust collected by bag filter. According to the Law on the Prevention and Control of Solid Waste Pollution, the Standard for Pollution Control on Hazardous Waste Storage (GB18597-2001) and the relevant provisions in the 2013 Amendment, the temporary storage sites for hazardous waste shall be set up and managed in a standardized manner. A temporary hazardous waste repository with a building area of 20 ㎡ shall be set up. The hazardous waste waste activated carbon generated during the operation period of the project shall be temporarily stored in the temporary hazardous waste repository in the plant area and regularly entrusted to a qualified unit for hazardous waste disposal; General solid waste includes the dust collected by unqualified products, leftovers and bag type dust remover. A general solid waste storage site with a building area of 30 ㎡ is set up. General solid waste is collected in the temporary storage site in the plant area and recycled for production after centralized crushing. Unqualified products and leftovers after crushing shall be reused. Classified collection facilities shall be set up for domestic waste, which shall be entrusted to the environmental sanitation department for cleaning and disposal after collection.
5. Soil and groundwater pollution prevention measures. The project area is divided into key anti-seepage area, general anti-seepage area and simple anti-seepage area. The temporary storage room for hazardous wastes and the liquid raw material warehouse in the raw material warehouse are set as key anti-seepage areas, and the ground and skirt are coated with epoxy resin anti-corrosion coating; For general anti-seepage area and simple anti-seepage area, the ground shall be hardened; Strengthen inspection and inspection for leakage to prevent soil and groundwater pollution.
6. Risk prevention management measures. Failure and fire of waste gas (hydrogen chloride) treatment facilities may occur in the production process of the Project. An accident emergency pool with a volume of 37m3 is set in the plant area, and a switching device is set at the rainwater outlet of the construction project. Prepare environmental risk emergency plan and implement risk prevention management measures.
7. Before project operation, pollution discharge permit shall be obtained. Set up standardized pollutant discharge outlets and signboards. Other environmental impact mitigation measures related to the Project shall be implemented into the engineering design and operation according to the relevant requirements of the Report Form.
